Three main measures of the welfare of farm animals can be used: 1) consumer-based measures; 2) animal-based measures and 3) production-based measures. The animalbased measures are direct measures of animal welfare, although subject to value judgments, using physiological and behavioural observation. This study uses economic measures based on production, given the paucity of consumer-based measure currently available. These measures are applied to assess how the policies of the government / EU and other private influence the practice of animal production and, consequently, the practices of animal welfare. The methodology uses a battery of structural, technical - economical and environmental indicators, that allows the assessment of animal welfare on the farm and accompany, in a dynamic way, its evolution in a production system.
