A presente dissertação discute o modo como as atribuições e competências ao nível municipal e regional foram ou não utilizadas na formulação de estratégias de desenvolvimento, bem como a existência ou não de complementaridade nas estratégias e intervenções municipal e regional.
In the present dissertation, the way that the attributions and abilities to the municipal and regional levels have or have not been used in the formulation of developmental strategies is discussed, as well as the existence or not of complementarity between the municipal and regional strategies and interventions.
