O plano estratégico municipal de educação do concelho de Lagoa: percursos na sua construção: um estudo de caso sobre Lagoa

A presença dos municípios na educação é hoje uma realidade incontornável. Assim, no sentido de serem criados instrumentos de planeamento municipal em educação, surge o Plano Estratégico Municipal de Educação (PEME), que concretizava o regime de delegação de competências nos municípios e entidades intermunicipais no domínio de funções sociais (incluindo a educação). Constituíram-se, assim, potencialidades para que os municípios possam coordenar a política educativa local, nos seus diferentes níveis de intervenção era assumida especial acuidade relativamente aos conceitos de território e de plano estratégico municipal de educação, pautados por uma diversidade de princípios e processos no domínio da planificação, da gestão e da mobilização local dos atores. Mais recentemente foi concretizado o quadro de transferência de competências para os órgãos municipais e para as entidades intermunicipais no domínio da educação. É neste contexto que nos propusemos realizar a presente investigação, cujo objetivo deste estudo de caso, a realizar no concelho de Lagoa, foi compreender de que forma o município se organizou na construção do PEMEL. Para o efeito recorremos à pesquisa documental, entrevistas semiestruturadas a elementos técnicos e responsáveis políticos da autarquia, além de inquéritos por questionário aplicados aos membros do CME e aos parceiros educativos (PE). Nesta investigação explorámos as metodologias e expetativas da construção do PEMEL, enquanto instrumento de gestão estratégica e sustentável deste território educativo e tentámos perceber de que modo se encontram contemplados os princípios orientadores presentes na Carta das Cidades Educadoras. Foi possível, assim, compreender a visão do município, mas também a perspetiva dos parceiros relativamente ao PEMEL. A proximidade entre os diversos parceiros educativos e o município, a construção do PEMEL e os princípios contemplados na carta das cidades educadoras trouxeram um propósito comum para o conselho.
The presence of municipalities in education is today an unavoidable reality. Therefore, to create instruments for municipal planning in education, the Municipal Strategic Plan for Education (PEME) emerged, which implemented the regime for delegating competences to municipalities and inter-municipal entities in the field of social functions (including education). Thus, potentialities were created for the municipalities to be able to coordinate the local educational policy, in their different levels of intervention, special acuity was assumed in relation to the concepts of territory and municipal strategic plan of education, guided by a diversity of principles and processes in the mastery of planning, management and local mobilization of actors. More recently, the transfer of powers to municipal bodies and inter-municipal entities in the field of education was implemented. It’s in this context that we set out to carry out the present investigation, whose objective of this case study, to be carried out in the municipality of Lagoa, was to understand how the municipality was organized in the construction of PEMEL. For this purpose, we resorted to documentary research, semi-structured interviews with technical elements and political leaders of the municipality, in addition to questionnaire surveys applied to city board of education members and educational partners. In this investigation we explored the methodologies and expectations of the construction of PEMEL, as an instrument of strategic and sustainable management of this educational territory and we tried to understand how the guiding principles present in the Charter of Educating Cities are contemplated. It was therefore possible to understand the vision of the municipality, but also the perspective of the partners regarding PEMEL. The proximity between the various educational partners and the municipality, the construction of PEMEL and the principles contemplated in the charter of the educating cities brought a common purpose to the council.
