Este estudo consiste num processo de Gestão Integrada de Zonas Costeiras
(GIZC), a nível local em Espanha, para a preparação de uma dissertação de Mestrado
num programa de Gestão de Água e Zonas Costeiras. Como caso de estudo escolheu-se
a área costeira de Conil de la Frontera (Cádiz, Andaluzia). A GIZC é um dos principais
instrumentos para assegurar a sustentabilidade do desenvolvimento das zonas costeiras.
Em 2003, a Comissão Europeia deu início a um estudo visando a avaliação do progresso
da implementação da GIZC e, como resultado, o Grupo de Trabalho de Especialistas
Europeus estabeleceu os Indicadores de progresso da GIZC.
No âmbito da medição de ditos indicadores de progresso, são apresentadas
algumas inovações.
Realizou-se entrevista directa a 21 dos principais intervenientes locais na zona
costeira de Conil, e analisaram-se os dados obtidos. Com vista a uma interpretação mais
precisa dos resultados da dita entrevista, implementou-se a análise de potenciais
conflitos entre os diferentes intervenientes da zona costeira de Conil.
A avaliação dos indicadores para a implementação da GIZC no município de Conil
baseou-se no “método de convergência de múltiplas fontes de evidência”, incluindo a
documentação relevante disponível até ao momento (legislação relacionada com as
zonas costeiras, política costeira autonómica, gestão municipal), informação sobre
potenciais conflitos na zona costeira, observações pessoais e o resultado das entrevistas.
Finalmente elaborou-se uma série de recomendações com o objectivo de acelerar o
processo de desenvolvimento da GIZC no município de Conil.
This study of an ICZM process at the local level in Spain is for the preparation of a Master Thesis in the Water and Coastal Management programme. As a case study, the coastal zone of Conil de la Frontera (Cadiz, Andalusia) was chosen. ICZM is considered as the main tool for ensuring sustainability in the development of coastal zones. In 2003 the European Commission initiated a study related to the evaluation of progress in ICZM implementation and, as a result, ICZM Progress Indicators were established by the Working Group of European Experts. In the framework of measuring the progress indicators some original innovations are proposed. The targeted interview of 21 of the main local stakeholders in the Conil coastal zone was carried out and the obtained data was analyzed. For a more accurate interpretation of the results of the interviews, the analysis of the potential conflicts between different stakeholders of Conil Coastal Zone carried out. On the basis of “the method convergence of multiple sources of evidence” including the available, relevant documentation (coastal-related legal framework, autonomous coastal policy, municipal management), information about potential conflicts in the coastal zone, personal observations and the interview results, the indicator assessment of ICZM implementation in the coastal zone of Conil Municipality was carried out. The final step was the elaboration of the recommendations for enforcing ICZM development process for Conil Municipality.
