Evaluation of stakeholder perspectives on the management of the stalked barnacles (Pollicipes pollicipes) resource in the Parque Natural do Sudoeste Alentejano e Costa Vicentina, Portugal

dc.description.abstractThe Stalked barnacle, Pollicipes pollicipes (perceve) is a shellfish resource which has been traditionally harvested by coastal communities of Portugal since ancient times. In the Parque Natural do Sudoeste Alentejano e Costa Vincentina, (PNSACV), South-western coast of Portugal, considerable harvesting of this resource occurs, but in recent years there have been concerns about overharvesting. It has attracted increased harvesting pressure due to its high market value. To address the overexploitation of this resource, legislation was formulated but with limited consensus from all respective stakeholders. Sustainable resource use and management must begin by assessing socio-economic and cultural issues surrounding its harvest. This thesis aims to identify and to assess the perspectives of shelf fisher, community, restaurant and freguesia president stakeholders through the use of questionnaire surveys and interviews. The majority of stakeholders believed that the resource was overharvested and that they should be included in legislation formulation. They were divided on the level of enforcement, the licence distribution process and how restrictive the park management was. Two desirable recommendations from the stakeholders themselves are the re-establishment of Vila do Bispo ‘Perceve’ Market and that the Stalked barnacle should only be sold within the PNSACV. Other recommendations include that the temporal closure period, September 15th - December 15th should be reconsidered. Also the documentation of the Stalked barnacles’ fisheries landings, for monitoring of the resource for conservation purposes, should be improved. In the future, defining stakeholder issues could make possible the use of KerDST Deliberation Tool of the SPICOSA Framework to facilitate achieving stakeholder consensus.
