O planeamento dos transportes e mobilidade constitui um instrumento do desenvolvimento
sustentável sendo necessário para ocorrer uma utilização durável dos recursos naturais,
intensificar a competitividade económica, melhorar a qualidade do ambiente e aumentar a
coesão social e territorial. Neste sentido, a mobilidade sustentável é uma questão-chave.
Em Portugal, a primeira geração de Planos de Mobilidade Sustentável surgiu com o Projeto
Mobilidade Sustentável, desenvolvido entre 2006 e 2008, e coordenado pela Agência
Portuguesa do Ambiente (APA). Foram realizados quarenta planos de mobilidade
sustentável à escala municipal onde o de Faro se diferenciou pela incorporação de novos
paradigmas de intervenção, focalizados nas pessoas, e no processo de tomada de decisão,
que traduziu abordagens colaborativas, inovadoras na época.
O presente documento tem por objetivo geral apresentar o Plano de Mobilidade Sustentável
de Faro, desenvolvido em 2007-2008 pela Universidade do Algarve com o apoio da equipa
técnica da Câmara Municipal de Faro, onde a Eng.ª Elisabete Maria Rodrigues de Lemos se
integrava enquanto Chefe de Divisão de Ambiente, Energia e Mobilidade. Apresenta como
objetivo específico o processo de tomada de decisão participada que foi desenvolvido.
Das metodologias adotadas destaca-se o processo de participação pública (focalizada) onde
ocorreu o envolvimento dos principais stakeholders locais através de quatro Fóruns de
Participação Pública. Assim como, a experiência de co-design desenvolvida no ano letivo de
2007/08, pela equipa de investigadores e pelos alunos de Engenharia Civil da então Escola
Superior de Tecnologia da Universidade do Algarve. Neste processo ocorreu a interação
com pessoas com deficiência visual, membros da Associação dos Cegos e Amblíopes de
Portugal, num processo que influenciou o diagnóstico e as recomendações técnicas sobre
infraestruturas pedonais acessíveis para todos.
O contexto da sustentabilidade e o processo de participação pública levaram à perceção de
que todo o sistema de transporte e de mobilidade devia ser planeado com uma abordagem
holística que considerasse múltiplos modos de transporte e um urbanismo de proximidade.
Ou seja, promoveu-se um novo paradigma de intervenção detentor de uma abordagem
orientada para as pessoas procurando-se uma mobilidade sustentável e inclusiva.
Transport and mobility planning are a tool for sustainable development and is necessary to achieve sustainable use of natural resources, to enhance economic competitiveness, to improve the quality of the environment and to increase social and territorial cohesion. In this sense, sustainable mobility is a key issue. In Portugal, the first generation of Sustainable Mobility Plans emerged with the Sustainable Mobility Project, developed between 2006 and 2008, and coordinated by the Portuguese Environment Agency (APA). Forty sustainable mobility plans were carried out at municipal scale where Faro's was differentiated by the incorporation of new intervention paradigms, focused on people, and in the decision-making process, which translated collaborative approaches, innovative at the time. The general objective of this document is to present Faro's Sustainable Mobility Plan, developed in 2007-2008 by the University of Algarve with the support of the technical team of the Municipality of Faro, where the engineer Elisabete Maria Rodrigues de Lemos was part as Head of Environment, Energy and Mobility Division. It presents as specific goal the participative decision making process that was developed. Of the adopted methodologies, we highlight the public participation process (focused) where the main local stakeholders were involved through four Public Participation Forums. As well as, the experience of co-design developed in the academic year 2007/08, by the team of researchers and the students of Civil Engineering of the then School of Technology of the University of Algarve. In this process, there was interaction with people with visual impairment, members of Association of the Blind and Amblyopes of Portugal, in a process that influenced the diagnosis and technical recommendations on accessible pedestrian infrastructures for all. The context of sustainability and the public participation process led to the perception that the whole transport and mobility system should be planned with a holistic approach considering multiple modes of transport and a proximity urbanism. In other words, a new paradigm of intervention with a people-oriented approach was promoted, seeking a sustainable and inclusive mobility.
