A presente dissertação incide sobre um tema que tem vindo a assumir grande importância no país, constituindo, nos últimos anos, uma das prioridades nacionais, com
os seus índices a monitorizarem regularmente O nível de desenvolvimento económico e
social de Portugal.
O abastecimento público de água pertence a um conjunto de serviços essenciais à vida
em sociedade e cuja competência e responsabilidade cabe às autarquias locais,
garantindo esse serviço directamente, criando empresas públicas ou concessionando a
empresas especializadas. A carência em termos de infraestruturação associada ao
abastecimento público de água às populações sempre foi evidente, mas sobretudo nos
últimos 20 anos tem-se assistido a um verdadeiro desenvolvimento no sector, passando
a fazer parte das prioridades nacionais dos Govemos elevar os níveis de atendimento
das populações com abastecimento domiciliário de água proveniente da rede pública, de forma a colocar O nosso país a par da média europeia. Para alcançar tal objectivo,
Portugal tem beneficiado de consideráveis verbas comunitárias que têm vindo a permitir
O desenvolvimento de infraestruturas de grandes dimensões e aumentar a percentagem
de população com abastecimento público de água no domicílio.
The present dissertation concentrates on an issue which has become of great importance in our country, and in recent years a national priority, with indexes which regularly monitorize the level of social and economic development in Portugal. The public water supply belongs to a number of services essential to life in society and whose competence and responsibility belong to the local authorities which directly guarantee this service creating public companies or conceding it to specialized finns. The lack of sufficient infrastructures in the area of public Water supply to the population in general has always been a fact. Yet, during the last twenty years we have been witnessing a significant development in the sector as it became a national priority of many governments to improve the levels of water supply to people's homes with water from the public net, in such a Way that our country can keep up with European levels. To reach such a goal Portugal has benefited from considerable community funds which have permitted the development of large infrastructures and raised the number of people who are being supplied with water in their homes.
