Abstract(s)
O Conselho Geral (CG) surge de uma retificação jurídica da autonomia,
administração e gestão das escolas não agrupadas e agrupamentos de escolas públicas
na tentativa de suprir a inexistência de um órgão de dimensão política. Nesse sentido, o
poder político considerou necessário que houvesse um maior envolvimento de toda a
comunidade e agentes educativos na direção estratégica dos estabelecimentos de ensino,
como prevê o Decreto-Lei n.º 75/2008. O Conselho Geral, sendo órgão colegial, toma
decisões de gestão e integra um paradigma específico da administração escolar que
poderá contribuir para a constituição de uma regência pública eficaz nas escolas não
agrupadas e agrupamentos de escolas públicas. Esta investigação, de natureza
qualitativa, descritiva e interpretativa, com suporte em dados quantitativos e
qualitativos, na forma de estudo de caso, foi realizada em dois agrupamentos de escolas
(um do norte e outro do sul do país) e envolveu a realização de um questionário aos
membros de cada um dos Conselhos Gerais e uma entrevista semiestruturada a cada um
dos presidentes do órgão, possibilitando descrições dos modos de participar, decidir,
agir e de estar, sob as perspetivas dos inquiridos, desde o papel ao funcionamento desta
estrutura de gestão.
Este estudo propõe-se averiguar se o Conselho Geral será um locus de produção
de conhecimento, onde se estabelecem e coexistem processos que refletem
comportamentos estratégicos dos atores organizacionais, numa gestão democrática e
participativa, mediante tomadas de decisão baseadas no tipo de participação e
racionalidades ou se se trata da legitimação de micropolíticas. Os dados revelam que o
Conselho Geral age no âmbito das suas competências, em consonância de posições dos
conselheiros, sendo mais relevante a eleição do Diretor e a análise e aprovação dos
documentos estruturais para o Agrupamento de Escolas. A tomada de decisão do
Conselho Geral é realizada assim na pós-democracia através de uma participação ativa,
convergente e não formal dos intervenientes e sob a orientação de racionalidades
substantivas, instrumentalizadoras e democraticidade.
The General Council (GC) arises from a legal rectification of the autonomy, administration and management of non-grouped schools and public-school groups in an attempt to supply the existence of organ with political dimension. Therefore, the political power considered it necessary to involve the entire community and educational agents in the strategic direction of educational establishments, as provided for in Decree-Law No. 75/2008. The General Council, being a collegian body, makes management decisions and integrates a specific paradigm of school administration that can contribute to the constitution of an effective public governance non-grouped schools and public-school groups. This research of a qualitative, descriptive and interpretative nature, based on quantitative and qualitative data, in the form of a case study, it was conducted in two groupings of schools (one from the north and the other from the south of the country) and involved the conduct of a questionnaire to the members of each of the General Councils and a semi-structured interview with each of the presidents of the body, enabling descriptions of the ways to participate, decide, act and be, from the perspective of the respondents, from the role to the functioning of this management structure. This study aims to ascertain whether the General Council will be a locus of knowledge production, where processes are established and co-exist that reflect strategic - behaviours of organizational actors, in democratic and participatory management, through decision-making based on the type of participation and rationalities or if it is just a legitimating of micropolitics. The data show that the General Council acts within its competences, in line with the positions of the directors, being more relevant the election of the Director and the analysis and approval of the structural documents for the School Group. The decision-making of the General Council takes place in postdemocracy through an active, convergent, and non-formal participation of the actors and under the guidance of substantive, instrumentalizing and democratic rationalities.
