Social and political determinants of the area of influence of medium-sized cities in Portugal

dc.description.abstractIn a context where the lack of scale (dimension) of most of the Portuguese cities is considered as a restriction to the regional development, the definition of integrated networks between medium sized cities appears as a natural solution, not always easy to implement. As a matter of fact, in Portugal, on average, the cities have only 28 thousand inhabitants, the median being around 14 thousand inhabitants, which indicates a large gap between the 2 largest cities dimensions: Lisbon and Porto, with respectively 510 thousand and 228 thousand inhabitants, and the rest of the country. This article focuses on the identification of the main determinants that condition the different levels of influence of the medium sized cities in Portugal, which allow to consubstantiate differentiated ways of creating networks and taking advantage of agglomeration economies. Although the medium sized city concept varies according to a specific under analysis country, we will consider those having between 20 thousand and 100 thousand inhabitants. The analysis, beyond the socio-economic variables usually considered in this type of work, integrates political variables to explain the influence level of a particular city. Thus, as explanatory potential variables are considered political ones such as: the consecutive number of years with the same political-ideological orientation in the autarchies (municipalities) the city belongs to, number of years aligning between the empowered party in the autarchies and in the central government and the number of years with a majority of representatives, from the same party, both in the autarchy and in the Municipal Assembly. Aiming at obtaining the main factors that have conditioned the medium sized cities influence level, a cross-section model is estimated in which the dependent variable is an indicator regarding the city influence area, based on information concerning the urban system, for the year 2004, published by the INE ( National Statistics Institute). The INE finds the urban centres influence area having as a referential a whole of public and private services available. The object of this article is to identify what are the other variables relevant for the cities influence area beside the services provision and what is the role of the political choices in the definition of a much larger influence space. In the model to be estimated are considered as explanatory variables: socio-economic ones, such as the municipality population level of concentration in the city, the mean value of the transacted urban property, the employed population’s average monthly income and the parity of the purchasing power; political variables, already mentioned above and geographical variables such as the city localization in a littoral municipality.por
