Abstract(s)
O presente relatório resulta do estágio realizado na Divisão de Habitação Pública Municipal da Câmara Municipal de Setúbal, tendo como foco principal um programa integrado de participação e desenvolvimento de bairros de habitação pública denominado Nosso Bairro, Nossa Cidade. Este programa tem como foco de intervenção os bairros de habitação pública municipal que existem na cidade de Setúbal, em particular o bairro da Bela Vista, Alameda das Palmeiras, Forte da Bela Vista, Quinta de Santo António e o Bairro das Manteigadas, que constituem o território de implementação do Programa Nosso Bairro, Nossa Cidade. O principal objetivo do estágio consistiu na avaliação do programa de intervenção Nosso Bairro, Nossa Cidade a partir da realização de atividades relacionadas com o diagnóstico social, planeamento e avaliação de projetos de intervenção. Para o efeito, foram mobilizados métodos e técnicas de planeamento e avaliação, designadamente a análise SWOT, a árvore de problemas, o quadro de medidas e o inquérito por questionário. Os resultados do estágio permitiram caracterizar o programa de intervenção, proceder a um diagnóstico social da área de intervenção e avaliar os resultados do Programa social através da aplicação de um inquérito por questionário aos moradores do Bairro da Bela Vista e Zona Envolvente, participantes do Programa Nosso Bairro, Nossa Cidade. Os factos identificados no decorrer do desenvolvimento do estágio indicam que o problema principal identificado é a má imagem do bairro, quer para os moradores, quer para o resto da cidade. A partir da análise SWOT, destacam-se como principais fraquezas, a fraca adesão ao programa de algumas comunidades residentes nos bairros, falta de interesse de alguns moradores para a participação nas atividades e reuniões do programa, assim como fraca adesão da população mais jovem e, ainda, o fraco desenvolvimento das redes sociais para divulgação e comunicação do Programa. Como forças, destacam-se a relação próxima entre os moradores e as técnicas da câmara, a realização de encontros para a apresentação de propostas para a melhoria dos bairros, assim como o forte envolvimento por parte das técnicas do programa nos bairros. Na sequência dos problemas detetados, procedeu-se à definição de medidas e ações para melhorar a imagem do bairro. A partir da avaliação da satisfação dos moradores e participantes em relação ao programa, concluiu-se que devem ser definidas e implementadas estratégias voltadas para a melhoria v da qualidade de vida e integração dos moradores destes bairros, demonstrando, assim, a relevância da presença e participação de um profissional da área da sociologia na equipa de intervenção.
The present report, results in the presentation of data collected through a questionnaire survey, aimed at residents of Bela Vista and Surrounding Areas, participants of the Nosso Bairro, Nossa Cidade Program, promoted by the Municipality of Setúbal, developed by the Division of Housing of Municipal Public Housing. Its focus of intervention is the municipal public housing neighbourhoods that exist in the city of Setúbal, in particular the neighbourhoods of Bela Vista, Alameda das Palmeiras, Forte da Bela Vista, Quinta de Santo António, and Bairro das Manteigadas, which constitute the territory implementation of the PNBNC. In this report, there are the activities developed around the intervention program Nosso Bairro, Nossa Cidade from the elaboration of a tree of problems, it was possible to verify the causes that lead to the main problem that is the bad image of the neighbourhood, for the residents and the rest of the city, Based on the SWOT analysis, the following main weaknesses stand out: Lack of adherence by some communities residing in the neighbourhoods; Lack of interest on the part of some residents to participate in program activities and meetings; Lack of adhesion of the younger population and little development of social networks about the Program and as forces: Close relationship between residents and the chamber's technicians; Holding meetings for the presentation of proposals for the improvement of neighbourhoods; Strong involvement on the part of Techniques in the neighbourhoods. Following the problems detected, measures and actions were defined to improve the neighbourhood’s image. To acquire and assess the satisfaction of residents and program participants, a questionnaire survey was carried out, this assessment has relevance since it was designed to demonstrate the implementation of strategies created by a team to improve the quality of life and integration of the residents of this neighbourhoods, showing of sociology of intervention.
