| dc.description.abstract | O PROMAR é o Programa Operacional das Pescas, cofinanciado pelo Fundo Europeu das Pescas (FEP), que veio substituir o Instrumento Financeiro de Orientação das Pescas (IFOP), e tem por missão o apoio ao setor das pescas, por forma a garantir uma exploração sustentável dos recursos aquáticos vivos que crie condições de sustentabilidade nos planos económico, ambiental e social. Com informação obtida do PROMAR, respeitante ao período 2011-2014, e no que concerne às operações financiadas pela medida “Desenvolvimento Sustentável das Zonas de Pesca” (Eixo 4), pretende-se analisar a sua implementação em Portugal. Neste contexto, este trabalho tem por objetivo analisar as tendências evolutivas do tipo de promotores e dos projetos financiados no âmbito do Eixo 4 do PROMAR. Abrangendo a área geográfica de intervenção dos sete GAC em Portugal, serão evidenciados os fatores condicionadores dos projetos financiados mediante a análise e diagnóstico do tipo de promotores, das taxas de execução dos projetos e das tipologias de investimento, tanto a nível regional como nacional. Com o crescente número de áreas de aplicação, a análise de dados de vias múltiplas tem-se tornado atrativa como ferramenta de análise exploratória. No seio destes métodos, a Análise Fatorial Múltipla (AFM) ao avaliar várias tabelas de dados, investiga a existência de estruturas comuns entre elas e, comparativamente aos outros métodos assimétricos, apresenta a vantagem de captar mais informação, o que permite uma maior interpretabilidade dos dados. Assim, o recurso a um conjunto de dados desagregados sobre os sete GAC em Portugal, durante o período 2011-2014, mediante a aplicação da AFM, permitiu, não apenas detalhar a realidade nacional dos projetos financiados no âmbito do Eixo 4 do PROMAR, como também destacar informação útil ao processo de monitorização e de decisão em matéria de políticas do Fundo Europeu das Pescas. | pt_PT |
| dc.description.abstract | The PROMAR is the Operational Programme for Fisheries, co-financed by the European Fisheries Fund (EFF), which replaced the Financial Instrument for Fisheries Guidance (FIFG), whose mission is to support the fisheries sector in order to ensure sustainable exploitation of living aquatic resources providing sustainable conditions in the economic, environmental and social terms. With information obtained from PROMAR, covering the period 2011-2014, and with regard to operations financed by the measure "Sustainable Development of Fisheries Areas" (Axis 4), we intend to analyze its implementation in Portugal. In this context, this paper aims to analyze the trends of the type of promoters and projects funded under PROMAR Axis 4. Covering the geographical area of intervention of the seven FLAG in Portugal will be highlighted the conditioning factors of the financed projects by analyzing and diagnosing the type of promoters, the implementation rate of the projects and the investment types, both regional and national level. With the increasing number of applicable areas, the analysis of multiple data through three-way methods has become attractive as an exploratory analysis tool. Within these methods, the Multiple Factor Analysis (MFA) when evaluating various data tables, discovers the existence of joint structures between them and, in comparison to other asymmetric methods, has the advantage of capturing more information, allowing greater interpretability of data. Thus, the use of a set of disaggregated data on the seven GAC in Portugal during the period 2011-2014, through the application of AFM allowed, not only detailing the national reality of the projects funded under PROMAR Axis 4, but also highlight useful information to the monitoring and decision process on the European Fisheries Fund policies. | pt_PT |
