- Cooperation and the emergence of maritime clusters in the Atlantic: analysis and implications of innovation and human capital for blue growthPublication . Pinto, Hugo; Cruz, Ana Rita; Combe, ColinThe so-called 'blue economy' is gaining emphasis in European policy making due to the expansion of its relevance beyond traditional economic sectors but also to new and developing ones that exhibit rapid growth. Much of the discourse has focused on the emergence and consolidation of maritime clusters. However, there has been less attention on the regional development aspect and this article provides a timely contribution to filling the gap in knowledge by presenting the findings and analysis of a survey applied to blue economy organisations in Portugal, Spain, Ireland and Scotland. Specifically, issues of innovation, human capital and social capital provide the basis of inquiry around the creation and consolidation of maritime clusters. The article uses the survey data to understand the determinants of the variety of cooperation dynamics. A key finding reveals that participation in innovation activities and absorptive capacity are critical factors in increasing cooperation. From the analysis it is clear that there are significant discrepancies in participation between sectors, such as tourism where participation rates are below average. The article concludes by defining the core activities that should feature in a maritime cluster. (C) 2015 Elsevier Ltd. All rights reserved.

Procura-se dar conta das metodologias de intervenção desenvolvidas, analisar o nível de articulação de programas e políticas para o território em apreço, assim como identificar um conjunto de conclusões e de recomendações que possam apoiar a intervenção futura.
- European knowledge and entrepreneurial ecosystems: Networks within climate change and adaptation researchPublication . This article studies the EU Seventh Framework Program funded projects to understand how research has been funded and managed in Europe to develop a specific knowledge ecosystem around climate change and adaptation. The theoretical background offers an overview of the topics of climate change and knowledge ecosystems. The research projects database was used to construct and make sense of a complex ecosystem. A synthetic description of the technical work conducted and the results obtained are presented. The data is analyzed using social network analysis to provide evidence of structural characteristics of the networks, the relevance of different sub-domains in climate change and adaptation research, and the emergence of entrepreneurial ecosystems through knowledge.
- Indústrias culturais e criativas em destinos turísticos: comparando quatro regiões da EuropaPublication . Cruz, Ana Rita; Costa, Pedro; Marques, João FilipePartindo do debate sobre as interligações entre territórios criativos, cultura, turismo e políticas de promoção da criatividade, o artigo analisa as condições que favorecem o desenvolvimento de indústrias culturais e criativas, bem como a atração da classe criativa em destinos turísticos. A análise baseia-se em estudos de caso, procurando fornecer pistas para o desenvolvimento do Algarve (Portugal), comparando-o a outras regiões da Europa, destinos turísticos reconhecidos e que conseguiram criar sinergias entre as atividades culturais e criativas e o turismo. A análise comparativa inclui os casos de Málaga (Espanha), Graz (Áustria) e Cardiff (Reino Unido), dando ênfase ao ambiente criativo e às dimensões relacionadas com infraestruturas, governança, mercados e outros fatores intangíveis. O artigo conclui identificando implicações para as políticas públicas potenciarem a criatividade regional em destinos turísticos.
- The social shaping of innovation: networks and expectations as connecting dynamics in regional innovation systemsPublication . However, it has failed to include research focusing on the social process and demonstrating the mechanisms of a given system's innovative capacity, thus resulting in the fragmentation of theoretical approaches rather than the construction of a cohesive framework. Based on the assumption that innovation depends not only on the structural conditions of the context in which a system is inserted but also on the relationships established between the key actors in a given system, this article analyses the innovation system in Pernambuco (Brazil) as a strategic research material which highlights agency and the structural aspects of innovation dynamics. It presents a mixed-method approach to understanding the innovation structure, based on social network analysis and the expectations of innovation actors regarding systemic failures and desired change. The results show the interconnections between the two methods and emphasise the need to overcome conceptual and methodological agency-structure dilemmas to ensure that public policy is better informed.

- Varieties of capitalism and resilience clusters: an exploratory approach to European regionsPublication . Pinto, Hugo; Healy, Adrian; Cruz, Ana RitaAbstract Regions around the world suffered asymmetric effects with the global economic crisis of the last decade. European regions were not different, and a myriad of impacts with varied magnitudes was felt. This article, inspired by the literature of varieties of capitalism (VoC), presents statistical and econometric evidence about the differences of regional resilience, measured by the variation of economic product, unemployment and R&D across regions in European Union during the economic downturn. An exploratory approach analyses the socio‐economic resilience between different member states, and VoC ideal‐types (liberal market economies, the continental capitalism, the social‐democrat economies, the Mediterranean capitalism, and the Eastern economies). The study presents a typology of resilience clusters in European regions. There were found six types of profiles concerning resilience: great performers, fast growth, intermediate position, R&D reduction, regions in divergence, and Mediterranean regions in big trouble. The study identifies key aspects for resilience, providing policy implications for regional economic policies. The comparison of the resilience clusters and the original VoC categorization has implications for this branch of literature as it does not completely address the variety of regional answers to the shocks.
